Well, in this case the law is just backing up common sense. A knife or lance or something might work against some of the weaker Pokemon, but when you're up against enormous creatures made out of rock, or looming ghosts, or some of the other things you see around here, even the most powerful human isn't really going to be able to do much of anything without magic or some other sort of special ability.
But I still question your use of the word "make" in terms of Pokemon fighting. I suppose some people might force them, but usually if anything, it's the other way around.
